Beschreibung
Beschreibung (engl.)
In 2012, the Austrian school-leaving examination was reformed with the objective of giving evidence of subject-specific competences. This research investigates the manifestation and degree of historical-political competences of high school graduates, as they become visible during the oral examination. It does so against the background of fundamental doubts about the measurability of competence developments in humanities. The scientific-theoretical basis provides the competence model of the group ‚FUER Geschichtsbewusstsein‘, because it forms the basis of the Austrian curricula. The analysis procedure runs in two steps. First, the skills and abilities are extracted from the performances by means of content analysis, and then the competences acquired are graduated by a double-rating procedure. For the purpose of calibrating the levels, an analysis grid has been derived from the didactic theory of history. There are limitations, because the officially mandated task design allows statements on parts of the historical-political material, methodological and orientation competences, but not on question and action competences. The results show a dominance of the ability to reproduce historical and political knowledge as well as rudimentarily developed skills for applying analytical procedures in dealing with materials. The proof of the competence to make historical-political value judgments is partially furnished. It is as skeptical to see as the evidence of reflectivity, because it is clear that they are usually either reproductions of assessments that have been preformed in the classroom or the results of strategic considerations. The narrative paradigm as an expression of mental processes is met only rarely. Historical accounts appear, if at all, only in reduced forms. Examination interviews are mostly characterized by closely-lead dialogues. The design of examination tasks could be improved. They do correspond to official test specifications, but not to the didactic goals. There are deficiencies in the structure of the logical perception of the tasks and there is a huge scattering in the selection of sources and presentations (quantity and quality) and their processing. The gradual value of the visualized competences is generally set at a basic level and thus fails to reach the goal set by the competence theory, reaching intermediate level. The article therefore reveals a potential for improvement. Solutions are proposed.
